Please update Table 36 (Approximate Topsoil Volumes for West Elk Mine Site) to show <br />topsoil stockpiles added in TR-99 (Sylvester Gulch Road extension) and add to the table <br />a notation that stockpiles for methane drainage well sites are not shown. <br />5. Have three years of vegetation sampling been completed in the Historic Records Study <br />Area, as called for in section 2.05.4 (Reclamation Plan) of the permit application? If <br />not, what is the outlook for completing this sampling? (No changes to the permit <br />application are necessary for this comment.) <br />6. If it is no longer 40 years until reclamation begins, please revise the statement in the <br />discussion of the reclamation cost estimate on page 2.05-85 which reads ".... most areas <br />will not be scheduled for revegetation until mine closure approximately 40 years from <br />now." <br />7. If it is not already identified in the Table of Contents of the permit application, please add <br />to that table the location of materials approved in the revisions for methane drainage <br />wells and thermal event wells. <br />8. Please make the following additions and modifications to the section titled "Inventory of <br />Structures and Renewable Resource Lands" (Section 2.05.6(6)(a)(i & ii): <br />a. Add a table that lists the structures and renewable resources (identifying these <br />items in only narrative text has lost clarity as more items have been added over <br />the years). <br />b. Add the following structures: Deep Creek Ditch, the Minnesota Creek Ditch <br />Rider's Cabin, USFS Roads 711 and 711.5, and stock ponds. Although these <br />structures are mentioned elsewhere in the permit application, references to them <br />in the inventory discussion would make the results of the inventory more clear. <br />c. Add the following renewable resource lands: water-bearing bedrock and water- <br />bearing alluvium. Although these items are mentioned elsewhere in the permit <br />application, references to them in the inventory discussion would make the <br />results of the inventory more clear. <br />d. Remove discussion of non-inventory topics (monitoring, mitigation measures, <br />etc.) and make sure that any information removed is adequately covered in the <br />appropriate part of the permit application. <br />9.
