Preliminary Thoughts for Development <br />of the Collom Reclamation Plan <br />Gentlemen: <br />I'll apologize in advance for occasionally stating the obvious or repeating "common sense" principals and <br />concepts. However, to provide a logical flow to this memo, it seems to make sense to take the tack that <br />offers such redundancies. <br />General <br />As most of you know, Cedar Creek has been tracking Colowyo's revegetation over the past several years <br />and is familiar with most of the physical and regulatory difficulties associated with getting site-specific <br />revegetation to grow in a manner, type, and quantity to satisfy all current bond release requirements. <br />Because of this familiarity I have put together several preliminary considerations, thoughts, and ideas that <br />need to be refined and then incorporated into the Collom reclamation plan. (Once accepted by CDMG, <br />these concepts can then be applied to the existing operations to rectify those circumstances 'that are <br />complicating final bond release.) <br />This compendium of concepts is offered to provide some initial guidance and focus to the reclamation <br />planning effort. As I view the permitting process, one should start at what it takes to facilitate bond <br />release and work one's way backward to baseline. Since we presently have difficulty achieving the <br />woody plant density success criterion at the current operation, this becomes a ,focal point for much of <br />what we present for Collom. [The current woody plant density success criterion can be traced back to <br />input by the Colorado Division of Wildlife (CDOW).] <br />For anyone not aware, the new CDMG. regulations were finalized and published as of 9/14/05. Most of <br />the changes to these new regulations relate to final bond release and vegetation evaluation issues, <br />especially as they affect the variable of woody plant density. The new regulations can be viewed as a <br />PDF at the following web site: www.mining.state.do.us. Go to the left hand sidebar link and click "Rules <br />& Regs". The first item under Coal Mining is the. 935 KB PDF file. with the new regulations.
