INTERNAL MEMORANDUM <br />DATE: November 26, 2007© <br />TO: Mike Boulay <br />FROM: Dan Mathews <br />RE: Seneca II Mine Pre-Law Area Bond Release (SL-02) <br />Revegetation Demonstration <br />Permit No. C-1980-005 <br />Pursuant to your request, I have reviewed the revegetation documentation included within <br />the SL-02 bond release application. There is a summary of sample results on page 4 of <br />the application, and sample transect locations are depicted on map Exhibit "G". As <br />specified in the approved plan of permit Appendix 13-13, 20 sample transect locations <br />were distributed within the Pre-Law area, and data was collected for cover, production, <br />woody plant density, and species density. There were no quantitative standards <br />applicable to pre-law areas, and statistical demonstrations of sample adequacy were not <br />required. <br />A more detailed discussion of sample design and methods, along with data tables and <br />narrative summary, are presented in Attachment "D" of the application. The data <br />indicates that a relatively productive stand of perennial vegetation was established, <br />dominated by introduced forage grasses and alfalfa, but with numerous native perennial <br />grasses, forbs, and shrubs represented in the stand. The noxious weed houndstongue was <br />present in most of the transects, but total relative cover of the species (and all noxious <br />species combined) was less than 3%. <br />In my judgement, the documentation provided in the bond release application complies <br />with the requirements of the approved plan. Based on review of the data, I see no reason <br />that the vegetation stand established on the pre law areas would not be considered <br />adequate for bond release.
