BMPs also include treatment, operating <br />procedures, and practices to control site runoff, spillage or leaks, waste disposal, or drainage from material storage. BMPs <br />~riclude structural and nonstructural controls. <br />b) Operator: the individual who has day-to-day supervision and control of activities occurring at the mine site. <br />c) Remediation, as used in this permit, means actions taken to reduce or eliminate the overall adverse environmental impact <br />associated with a pollutant source. The term includes actions such as re-routing of surface flows, re-location or a pollutant <br />source, the addition of pollutant neutralizing or immobilizing substances, capping and re-vegetation. <br />d) Significant Materials include but are not limited to: raw materials; fuels; materials such as metallic products; hazardous <br />substances designated under section 101(14) of CERCLA; fertilizers; pesticides; and waste products such as ashes, slag and <br />sludge that have the potential to be released with stotmwater discharge. <br />E. GENERAL MONITORMG, SAMPLING AND REPORTING REQUIREMENTS <br />1. Routine Reporting of Data <br />Reporting of the data gathered in compliance with Part I.B.1 shall be on a monthly basis. Reporting of all data gathered shall comply <br />with the requirements of Part l.E. ,(General Requirements). Monitoring results shall be summarized for each month and reported on <br />Division appproved discharge moni oring report (DMR forms (EPA form 3320-1). Represer~ative Sampling <br />Samples and measurements taken as required herein shall be representative of the volume and nature of the monitored discharge. All <br />samples shall be taken at the monitoring points specified in this permit and, unless otherwise specified, before the effluent~oins or is <br />diluted any other wastestream, body of water, or substance. Monitoring points shall not be changed without notification to and <br />approval~y t e Division. <br />if the permittee monitors at the point of discharge any pollutant limited by the permit more frequently than required by the permit <br />using approved test procedures or as specified in the permit, the result of this monitoring shalt be included in the calculation and <br />reporting of data to the Division. <br />3. Analytical and Sameling Methods for Monitoring <br />The ppermittee, shall install, calibrate, use, and maintain monitorin methods and equipment, including biolog~ical and indicated <br />ppollutant-monitoring methods. Al( sampling shall be performed by ~e ppermittee according to specified methods in 40 C.F.R. Part <br />736;,methods approved by EPA pursuant to 40 C.F.R. Part 136; or methods approved by the Division, in the absence of a method <br />specified in or approved purs}tant to 40 C.F.R. part 136. The analytical method selected for a parameter shall be the one that can <br />measure the lowest detected limit for that parameter unless the permit limitation or stream standard for those parameters not limited, <br />is within the testing range of another approved method. When requested in writing, the Division may approve an alternative <br />analytical procedure or airy significant modification to an approved procedure. <br />When .the most sensitive analytical method which complies with this part, has a detection limit,grester than or equal to.the permit <br />limit, the permittee shall. report less than (the detectable.lirriit~ as appropriate. Such reports shaft not be considered as violations of <br />the permit limit.
