As shown on Map 15, the majority of these facilities and structures are built <br />• on natural ground with coal stockpiles, refuse disposal and materials storage located on <br />pre-law fill areas. Chher than the RDA and sediment control system (ponds and ditches), <br />all land disturbances at the site were pre-law. <br />All West Portal buildings listed on Table 19, Surface Facilities List, have been removed <br />or demolished with salvaged materials shipped off site and inert debris buried at <br />approved locations on-site. No operations aze currently ongoing at the West Portal. As <br />shown on Map 16, most of the facilities aze located on native soils as opposed to refuse <br />fill azeas. <br />Maps 15 and 16 show disturbed azeas on the site. The disturbance azea boundary has been <br />established to include a buffer should additional disturbance activities become necessary. <br />The surface disturbance boundary shown on maps 15 & 16 will be the boundary mazked in <br />the field in accordance with Rule 4.02. These markers will consist of roof bolts or rebaz <br />covered with white PVC pipe. As the site is reclaimed, boundary mazkers will be moved to <br />the reclamation limits of the disturbed azeas. <br />(c) Road, Conveyor and Rail Systems <br />Map 11, Surface Facilities and Roads -East Portal and Map 12, Surface Facilities and <br />Roads -West Portal shows the locations of all roads necessary for operation of the New <br />~ • Elk Mine for the permit term. Roads within the permit boundary are currently classified <br />as access, and light use roads. These roads were constructed as the mine facilities were <br />established in the 1950's. Road specifications, including typical cross-sections for access <br />and haul roads aze provided on Map 11. PPLLC has revised and updated the road system <br />along with the surface drainage control plan. This revision has incorporated the road and <br />drainage plan system to ensure mad stability and prevention of additional sediment <br />contribution to the receiving streams. The road system is par[ of the New Elk surface <br />disturbance azea; therefore, all ditches and culverts have been designed to handle runoff <br />from the roads which ultimately enter sediment ponds prior to dischazge. The mine <br />entrance road and roads that paralleled the raihoad will remain for maintenance and <br />access (see Maps 15 & 16) after mine reclamation. <br />Map 11 -Surface Facilities and Roads -East Portal show the conveyor systems for coal <br />and refuse handling. Dimensions of the conveyors aze contained in Exhibit 28, Bond <br />Calculation. Coal is conveyed from the truck dump facilities to the raw coal stockpile <br />azea or the clean coal stockpile area and/or the silos for loadout. Coal is transferred from <br />the raw coal stockpile to the Prep Plant for processing. From the Plant, clean coal is <br />conveyed to the clean coal stockpile and then to the silos for loadout. Refuse from the <br />plant is conveyed to the RDA. Access for maintenance of the RDA belt is provided in <br />the maintenance corridor as shown on Map 11. <br />SL-02 2.05-8 (Revised 8/5/06) <br />
