• Basin will salvage stockpile and stabilize all topsoil according to <br />the performance standards in Section 4.06. Topsoil will be removed <br />after all vegetation which would interfere with salvaging <br />operations is cleared. Topsoil will be salvaged to a depth as <br />described in the above plan. WFC will not be selectively handling <br />topsoil, subsoil or parent material. During the current permit term <br />WFC does not anticipate using selected parent material as a topsoil <br />substitute. <br />(6) Overburden <br />Because the New Elk Mine is an underground operation WFC <br />does not plan to remove any overburden during the operation of the <br />mine. Blasting will be necessary in the Refuse Disposal Area to <br />excavate rock for underdrain construction. Exhibit 26 contains <br />Basin's blasting plan. <br />(7) Coal Handlinci Structures <br />Coal handling structures which NECC will use at the New <br />Elk Mine are shown on Map 11, Surface Facilities and Roads - East <br />Portal. No coal has been mined at New Elk since the mine was <br />temporarily sealed in 1991. Future operations at the New Elk are <br />dependent on re-opening of the New Elk underground mine.
