III. COMMENTS- COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial coal inspection conducted by Jason Musick of the Colorado Division of <br /> Reclamation, Mining, and Safety(Division)on 20 January 2009. Graham Roberts of Trapper Mining <br /> Inc. accompanied the inspection. The weather was clear and cold and the ground was wet during the <br /> on-the-ground inspection of the site. <br /> Trapper continues to progress with mining in the F-Pit and Z-Pit. <br /> Roads <br /> All haul roads and access roads were wet and/or snow covered at the time of the inspection. All road <br /> side ditches appeared to be functioning as permitted. Adequate runoff was noted with no signs of <br /> damage or erosion noted with the exception of the following: <br /> • The west side of the middle flume pond access road and the junction where the three access <br /> roads converge was extremely rutted at the time of the inspection. This access roads will need <br /> to be graded in order to provide adequate runoff from the road. <br /> Hvdroloalc Balance <br /> Horse Gulch pond, Johnson pond and Middle Flume pond were stable with no evidence of erosion or <br /> damage. Johnson pond and Middle Flume were covered with snow and frozen at the time of the <br /> inspection. Johnson and Middle Flume were being sampled by Graham Roberts at the time of the <br /> inspection. <br /> Middle Flume -8.2 pH, 1820 conduct. 30C and Johnson — 7.8 pH, 3370, 2°C and .08 discharge <br /> .25 discharge through Baski flume <br /> Explosives <br /> One parting shot blast was conducted during the inspection of the site. Warnings were given at 10 <br /> minute, 5 minute, 3 minute and 30 second intervals before the blast with an all clear noticed given at <br /> the conclusion of the blast. No problems were noted. <br />
