III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was an aerial inspection flown by Harry Ranney of the Colorado Division of Reclamation, Mining <br /> and Safety(Division). Oblique aerial photographs were taken on January 16, 2009 and reviewed in <br /> the office by Jason Musick of the Division on January 26, 2009. Photos taken are provided at the end <br /> of the report. No problems were identified in the photographs. <br /> Roads <br /> The haul road to the refuse area and all access roads and light-use roads identified in the aerial <br /> photographs appeared to be well maintained and stable with no signs of damage and no problems <br /> noted. <br /> Hydrologic Balance <br /> The aerial photographs showed snow or ice and snow cover in DPA, PP-2, RP-2/3, RP-4, RP-5, RR- <br /> 1, RR-2 SS-1 and SS-2. The pond embankments appeared stable and in compliance with no <br /> problems noted. There did not appear to be any signs of substantial run-off to the ponds or <br /> throughout the site displayed in the aerial photographs. <br /> Processing Waste <br /> Refuse was in the process of being added to Refuse Pile - 5 at the time of the inspection, it appeared <br /> to be well compacted and stable. Refuse Areas 2/3/4 and 5 displayed snow cover. <br /> Support Facilities <br /> The facilities area at the mine and the area around the buildings appeared to be stable and no <br /> problems were noted. The Slot Storage and the Rail Yard area appeared to be operating as per the <br /> permit requirements. No problems were noted through the aerial photographs. <br />
