Processing Waste <br /> The faces of the Refuse Pile Expansion(RPE)pile and the Lower Refuse Pile(LRP) showed no <br /> evidence of structural instability. Snow cover limited inspection. Survey markers were in place on the <br /> faces of both piles. The top of the LRP is being used for equipment storage, as approved. Several piles <br /> of refuse on top of the RPE await incorporating into lifts (see photo). MR-350 recently approved the <br /> back-hauling and incorporation into the RPE of West Elk's coal refuse that will be washed at Bowie No. <br /> 2 Mine. MR-350 requires initial testing to demonstrate lifts of washed refuse will not compromise the <br /> RPE design. Back-hauling appears to have not yet begun. <br /> Support Facilities <br /> No problems were found in the following areas: materials storage bench, trash compactor, explosives <br /> storage area,barrel storage building, hydraulic components storage,the Sylvester Gulch mine water <br /> pumping facility, and the polishing pond. <br /> General Mine Plan Compliance <br /> The operator appeared to be following the approved mine plan. <br /> Offsite Support Facilities <br /> Contractors were active at the Deer Creek Shaft where the vent shaft and emergency escape shaft are <br /> being raised-bore drilled. Activity was confined to the approved disturbed area. <br /> Documents Received <br /> The following documents were received during the inspection: <br /> MSHA approval of Deer Creek Shaft Sinking Plan, dated 6/25/08, with amendment dated 11/14/08. <br /> MSHA approval of Deer Creek Escapeway Shaft Sinking Plan, dated 11/14/08. <br /> 4 <br />
