Box 628 <br />Creede, CO 81130 <br />Telephone: (719) 658-0556 <br />(719) 658-0506 <br />Cell: (505) 603-5356 <br />Email: ego1fU2@hotmail.com <br />April 10, 2008 <br />State of Colorado <br />Division of Reclamation and Mine Safety <br />1313 Sherman Street, Room 215 <br />Denver, Colorado 80203 <br />Attn: Jim Dupler <br />RE: Bulldog Mine Proiect, Mineral County - Reclamation Permit # M-77-215- <br />Request for Technical Revision <br />Dear Mr. Dupler: <br />Please consider this letter a request for a Technical Revision, (Hard Rock Mining Rule 1, <br />1.8.1), to remove the permit from Temporary Cessation Status and resume active status. <br />Enclosed is the attendant filing application fee ($175.00). <br />Recently Homestake Mining Corporation sold the Bulldog operation to Emerald Mining <br />& Leasing, LLC. On March 19, 2008, application was made to transfer Permit #M-77- <br />215 and has since been approved. Emerald Mining & Leasing, LLC has formed a j oint <br />venture partnership with Hecla Mining Corporation, now known as San Juan Silver <br />Mining Joint Venture. The intention is to conduct exploration and resume mining. <br />At the time Homestake Mining Corporation ceased operations, their records indicate in- <br />mine proven reserves of 42 million ounces of silver and another 50 million ounces <br />probable. Low silver prices and a failure to unitize the district led to cessation of <br />operations. Emerald Mining & Leasing, LLC has successfully acquired control of 98% <br />of the district and with silver prices expected to remain strong for the foreseeable future, <br />resumption of mining is possible. It is reasonable to assume mining could last for more <br />than 20 years. <br />In the near term, operations would consist of exploration, engineering, design, and other <br />start up activities. Prior to any surface disturbance, all appropriate notices, technical <br />revisions, and amendments will be submitted including but not limited to: Revised <br />Mining Plan, Environmental Protection Plan, Revised Reclamation Plan along with all <br />supporting documents and maps. It is understood there will need to be a reassessment of <br />the Financial Warranty (Hard Rock Mining Rule 4.2).
