Chapter 3
quality in the study area is designated as
attaimnent for all criteria pollutants. The
attainment designation means that no violations
of Colorado or national air quality standards
have been documented in the area.
that the proposed emissions will not cause
significant deterioration of air quality in all
areas. The standards for significant
deterioration are more. stringent for Class I
areas than for Class II.
No data is available regarding current ambient
methane concentrations in air, because methane
is not a regulated constituent.
PSD Classification
The area surrounding the study area is
designated a Class II area, as defined by the
Federal Prevention of Significant Deterioration
(PSD) provision of the Clean Air Act. The PSD
Class II designation allows for moderate
growth or degradation of air quality within
certain limits above baseline air quality.
Industrial emission sources proposing
construction or modifications must demonstrate
Federal/State Mandatory Class I Areas located
in the project area include West Elk Wilderness
at 10 miles south-southeast and Black Canyon
of the Gunnison National Park approximately
25 miles southwest of Somerset, Colorado.
Due to the nature of the project (i.e., mobile
equipment}, no specific permit requirements
apply to gaseous emissions. However,
construction will be required to co>!nply with
fugitive dust provisions under Regulation 1 (5
CCR 1001-3) which requires that precautions
be taken to control fugitive emissions (e.g.,
airborne particulate matter) to levels below 20
Table 3-1
State of Colorado and National Ambient Air Quality Standards
Pollutant Avera
in
Time
Air Quality Standard Concentration cal
g
g Colorado National
Ozone 1 hour 235 µg/in3 (0.12 ppm) 235 µg/m3 (0.12 ppm)
8 hours -- 157 µg/m3 (0.08 ppm)

Carbon Monoxide 1 hour 40,000 µg/m3 (35 ppm) 40,000 µghn3 (35 ppm)
8 hour 10,000 µg/m3 (9 ppm) 10,000 µg/m3 (9 ppm)
Nitrogen Oxides Annual Arithmetic Mean 100 µg/m3 (0.05 ppm) 100 µg/m3 (0.053 ppm)
Annual Arithmetic Mean 10 µg/m3 (0.004 ppm)~`I 79 µg/m3 (0.03 ppm)
Sulfur Dioxide 24 hours 50 µg/m3 (0.02 ppm)~`~ 367 µg/m3 (0.14 ppm)
3 hours -- 1,310 µg/m3 (0.5 ppm)~'1
Particulate Matter as Annual Arithmetic Mean 50 µg/tn3 50 µg/m3
PM,o 24 hours 150 µg/m3 150 µg/m3
Particulate Matter as Annual Arithmetic Mean -- 15 µg/m3
PM'.5 24 hours -- 3
65 µg/m
Lead (Pb) Quarterly Arithmetic Mean -- 1.5 µg/m3
i~u~e: µgim = micrograms per cubic meter; ppm =parts per million; PM~o =Particulate Matter smaller than 10 microns; PM~.S =
Particulate Matter smal]er than 2.5 microns.
Sources: Colorado Code of Regulations (CCR) 5 CCR 1001-14 and Code of Federal Regulations, 40 CFR Part 50, National Primary
and Secondary Ambient Air Quality Standards
(a) Primary Standard unless otherwise noted
(b) Secondary Standard
(c) Category II increment per 5-CCR-1001-14
I- _
~>
•
._. 1
•
58 Deer Creek Ventilation Shaft and E Seam Methane Drainage Wells FEIS
