2 <br />Table 2-1 <br />Design Criteria <br />Topic Design Criteria for the Proposed Action <br /> 75. For the Dry Fork Lease area, include the following for lynx (Dry Dry Fork <br /> Fork Federal Coal Lease-by-Application (COC-67232) Record of Federal Coal <br /> Decision): Lease (COC- <br /> Winter Access will be limited to designated routes 67232) using <br /> Establish an education program for MCC's employees about USFWS <br />language <br /> presence of lynx and safe driving practices; <br /> Report lynx sightings or lynx carcass findings to the USFWS <br /> within 24 hours; and, <br /> Provide an annual report of all activities which may affect lytix to <br /> the USDA-FS and USFWS. <br /> 76. Further, for the Dry Fork Lease area, should post-lease operations Dry Fork <br /> be proposed on the lease in lynx habitat, the following special Federal Coal <br /> constraints may apply, depending on site-specific circumstances: Lease (COC- j <br /> Remote monitoring of the development sites and facilities may be 67232) using <br /> required to reduce snow compaction. USFWS <br /> A reclamation plan (e.g. road reclamation and vegetation language <br /> rehabilitation) for sites and facilities that promotes the restoration <br /> of lynx habitat may be required. <br /> . Public motorized use on new roads constructed for project-specific <br /> purposes will be restricted. <br /> Access roads will be designed to provide for effective closures <br /> and will be reclaimed or decommissioned at project completion if <br /> they are no longer needed for other management objectives. <br /> New permanent roads will not be built on ridge tops or in <br /> saddles, or in areas identified as important for lynx habitat <br /> connectivity. New roads will be situated away from forested <br /> stringers. <br /> 77. For surface use occurring in lynx habitat, the Lessee will be Dry Fork <br /> required to submit an annual report to the USDA-FS and USFWS Federal Coal <br /> of all activities having occurred in lynx habitat. Lease (COC- <br /> 67232) <br /> 78. If there is reason to believe that Sensitive, Threatened or Dry Fork <br /> Endangered species of plants or animals, or migratory bird species Federal Coal <br /> of high Federal interest are present, or become present in the lease Lease (COC- <br /> area, the Lessee/Operator shall be required to conduct an intensive 67232) <br /> field inventory of the area to be disturbed and/or impacted. The <br /> inventory shall be conducted by a qualified specialist, and a report <br /> of findings prepared. A plan will be made that recommends <br /> protection for these species or action necessary to mitigate the <br /> disturbance.
