(6) Overburden. A narrative and appropriate maps explainine the removal, handling, and storage of all <br />overburden material in the permit area. Each narrative should include pit dimensions, overburden volumes, and <br />swell factors anticipated for each phase of the proposed operation. Permanent excess spoil disposal structures shall <br />complywith 2.05.3(6)(6). Temporary overburden disposal (storage) structures shall comply with the applicable <br />performance standards of Aule 4; information to demonstrate such compliance shall include, if applicable, location, <br />geometry, and method of material placement. If appropriate for the proposed operation, each plan should also <br />include: <br />(a) A surface blastingplan for the proposed permit area, explaining how the applicant intends <br />to comply with the requirements of 4.08 and including the following; <br />(i) Types and approximate amounts of explosives to be used for each type of blasting <br />operation to be conducted; <br />(ii) A plan for recording and retention of the following during blasting: <br />(A) Drilling_patterns, including size, number, depths, and spacing_of holes; <br />(,B) Char eg and packing of holes; <br />(C) Types of fuses and detonation controls; and <br />(D) Sequence and timing of firm hg oles. <br />(iii) Description of blasting warning and site access control a ui ment and procedures; <br />(iv) Description of types, capabilities, sensitivities, and locations of use of anv blast <br />monitoring equipment and procedures proposed to be used; <br />(v) Description of plans for recording and reporting to the Division the results of <br />preblas[in sg urveys, if required; <br />(vi) Description of unavoidable hazardous conditions for which deviations from the <br />blasting schedule will be needed under 4.08.4(2); <br />(vii) The limitations the operator will meet with regard to ground vibration and air blast, <br />the bases for those limitations, and the methods to be applied in controlling the adverse effects of blasting <br />operations; and <br />(viii) On a map locate each explosive storage and handlingfacility. <br />RESPONSE <br />Occasional surface blasting may occur for the Foidel Creek Mine. There is the potential that certain construction <br />activities may require small-scale surface blasts to break-up resistant rock layers, or fragment large boulders or <br />foundations. [n such cases, blasting will be done by a qualified contractor in full compliance with all applicable <br />State and Federal laws and provisions of Rules 2.05.3(6)(a) and 4.08. Specifically: <br />All surface blasting activities will be conducted by experienced, trained, and competent persons who <br />understand the hazards involved, are familiar with the blasting plan and site-specific performance <br />standards, and who possess a valid certification in accordance with State and Federal laws. <br />• The blaster and at least one other person will be present at the firing of any blast. <br />MR06-213 2.05-85 ll/13/06 <br />
