Permit # C-81-019, Request for Permit Revision No <br />PR-03 (Collom Mining Area) <br />Dear Mr. Stark, <br />The attached information is submitted as a request for a Permit Revision to the Colowyo Mining <br />Permit No. C-81-019 that was initially approved on November 4, 1982 for an initial five-year <br />permit term with the right of successive renewals for the life of the mine as defined in the plan. <br />The request provides for the expansion of the existing permit boundary by approximately 16,833 <br />acres to the West and mining of coal within the Collom Mining Area as described below: <br />Moffat County - All or portions of: <br />T3N R93W S5-8 <br />T3N R94W S1-3,10-15 <br />T4N R93W S7,16-22,28-33 <br />T4N R94W S12, 13, 24-27, 34-36 <br />Rio Blanco County - All or portions of: <br />T3N R94W S22, 23 <br />Baseline data is presented in the document for the Collom Mining Area. <br />The attached documentation contains baseline information for the expansion of the existing <br />permit boundary to include the Collom Mining Area. Specifically the mining areas will include <br />all or portions of Federal Coal Leases C-0123475, C-0123476 and COC-68590 as well as State <br />Coal Lease 257-13s. The Collom Area mine plan provides a logical approach that will maximize <br />coal recovery and minimize environmental impact. Specifically the mine plan includes <br />installation of a box-cut along the North edge of the mining areas to access the coal. The pit will <br />advance to the South with spoils placed into one temporary spoil pile. At the end of mine life, <br />spoils will be transported back to the pit for reclamation purposes. No permanent out of pit spoil <br />is anticipated through the development of the Collom Lite and Little Collom X pits.
