IVIi N1N F & SAFETY <br />From: Field Manager, Grand Junction Field Office <br />Subject: Roadside Portals (Permit No. C-1981-041) <br />Partial Bond Release Application No. 4 <br />Snowcap Coal Company submitted an application to the Colorado Division of Reclamation, <br />Mining and Safety (DBMS) for a partial bond release covering 18 acres of reclaimed lands at the <br />Roadside Mine South Portals area. DBMS found the application to be complete on September 8, <br />2008. In response DRMS initiated a review process that included notifying the public, all <br />interested parties, and all interested government agencies, including the BLM. A bond release <br />inspection was conducted on October 7, 2008. <br />DBMS then drafted a `Proposed Decision and Findings of Compliance for the Roadside Portals, <br />Permit No. C-81-041' dated December 5, 2008 documenting the inspection findings and <br />proposed decision. The proposed decision is to release $587,007.00 of the remaining <br />$2,233,045.00 performance bond. In reviewing this document it appears the 18 acres have been <br />reclaimed in accordance with the approved reclamation plan. <br />V, <br />It is recommended that the partial bond release request be approved.
