INTEROFFICE MEMORANDUM <br />TO: KEENESBURG FILE 1 1-0 8 <br />FROM: JANET BINN&007AL SUBJECT: KEENESBUR RECLAMATION REPORTS <br />DATE: 1/20/09 <br />Coors Energy Company submitted the 2007 ARR on February 28, 2008. The Keenesburg Mine permit, G1981- <br />028, page 117, has committed to submitting the Annual Reclamation Report by the end of February each year. <br />The submitted report is in compliance with the approved permit.. ° <br />Vegetative success is based on comparison with an approved formula standard that is based on growing season <br />precipitation (PAP page 116b). Cover success is based on total vegetative cover. Production is based on <br />herbaceous vegetative cover. Species composition is based on relative cover of the individual plant species <br />compared to a composition standard. There is no woody stem density requirement for the Keenesburg Mine <br />reclamation success standard. Coors Energy Company (CEC) monitored vegetation August 6-10, 2007 in <br />compliance with permit requirements. Discussion of the distribution of sample transects and methodology used <br />is found in the 2007 Annual Reclamation Report. <br />CEC conducted vegetation sampling on parcels seeded/reseeded/or inter-seeded in 1995 (one Area), 1998, 1999, <br />2600, 2002, and 2003. The predicted total vegetative cover value was calculated as 36.45% for 2007. All the <br />sampled reclamation parcels exceeded the calculated cover value for 2007with the exception of Area 16. The <br />predicted herbaceous productivity value for 2007 was 165.33 grams/square meter. Only the 1999 reclamation <br />parcel achieved the calculated herbaceous productivity value for 2007. Species composition was achieved by the <br />1998 reclamation parcel for 2007. 2007 Vegetation sampling was not collected for bond releases purposes, <br />therefore, was not required to meet statistical adequacy.
