Past experience at Peabody's Seneca II Mine has shown that scarifying <br />• ell spoil roads will correct the significant compaction problems. <br />A soil resource quality control program wi Ll be implemented to insure that soil is <br />salvaged and replaced as recommended. The optimum soil salvage depth for each soil map <br />unit will be evaluated on-site by en individual qualified to evaluate field observation <br />tests including soil color, rooting depth, coarse fragment content, horizonation, and clay <br />content. Periodic field inspections will also be made by a soil scientist. Soil samples <br />will be collected to correlate field procedures with laboratory data. Soil recovery <br />depths will be recorded on the soil map by the soil scientist to document the actual mean <br />thickness of soil recovered. Color photographs of the soil profile end landscape will <br />also be taken to verify soil salvage depths. This soil salvage depth information will be <br />kept on file at the mine and/or SC C's Corporate office. Soil recovery depths will be <br />adjusted if warranted by the aforementioned quality control program. <br />The soil replacement thickness will be documented end recorded prior to seeding for each <br />reclamation block. The minimum sampling intensity to determine soil replacement thickness <br />will be one hole per five acres. This soil replacement thickness information will be used <br />• to adjust soil salvage depths, if necessary, and for bond release purposes. An annual <br />Soil Balance/Spoil duality Report will be completed to reconfirm soil volumes and, if <br />necessary, to readjust soil salvage depths through the Life-of-mine operation. The report <br />will be submitted to CDMG with the Annual Reclamation Report. <br />Qualitative monitoring for fertility will be done on all reclaimed areas as part of the <br />ongoing revegetation success monitoring during the period of liability. GuaLitative <br />monitoring for fertility will include unscheduled visual observations of plant communities <br />throughout the reclamation area. Hore specific visual observations in conjunction with <br />soil sampling will be conducted at representative revegetation sampling locations. <br />Redistributed soil will not be tested for fertility by soil sampling unless obvious <br />problems appear in the reestablished plant community. Obvious problems in the <br />reestablished plant community would include the identification of severe nutrient <br />deficiency symptoms including chlorosis of foliage, irregular spotting, scorching or <br />deformation of leaves, terminal dieback, stunted plants and seedling vigor, emergence, and <br />• color. These determinations will be made on an annual basis during peak of green <br />revegetation monitoring.
