The chemicals proposed and approved under this revision will be stored such that they are safe, secure <br />and stable, as described in the revision. The maximum amounts of each chemical to be stored onsite <br />are described in the revision. This will be inspected at future inspections. <br />The revision describes the procedures and materials to be used in the case of spills and to <br />decontaminate the pad and the processing facilities. The approval of this revision requires that the <br />operator store all necessary materials and maintain all necessary facilities for containment of all spills <br />and decontamination of all facilities. This will be inspected at future inspections. <br />After leaching and extraction of metals is completed, the tailings will be deposited in the existing lined <br />pond, which is already approved to receive and store such materials. The revision states that the total <br />of test batches may consist of one ton per day, five days per week, for 14 weeks. This will result in a <br />maximum of 70 tons, which is within the pond capacity. <br />The pilot ore processing procedure is temporary, and the facility will eventually be removed and the <br />site reclaimed. Since that is not considered to be "final reclamation," the tasks and costs involved with <br />such removal include returning the site to a usable storage area, but not fully reclaimed. The tasks and <br />costs associated with this revision, therefore, are additional to the existing reclamation costs. The <br />enclosed packet shows the reclamation costs involved with the detoxification, clean up and disposal of <br />the facilities and materials for the pilot project. The existing bond is a letter of credit in the amount of <br />$19,565. The total additional costs for this revision are estimated to be $3,656, making the revised <br />total bond amount required $23,221. Please review the enclosed packet and contact me promptly if <br />you notice any errors or omissions. <br />This letter is also the Notice of Bond Increase. Pursuant to Hard Rock/Metals Rule 4.2.1(1) and (2), an <br />operator must post bond in the amount considered necessary, and if the amount must be increased, the <br />operator must provide such increase within 60 days of the date of such notice. Therefore, the <br />additional amount shown herein must be provided (reviewed and approved) by March 23, 2009. I <br />encourage you to begin to prepare the bond documents soon, since there may be some delays.
