0 Q Topsoil Stripping <br />All topsoil was adequately stripped from the disturbed area for the pond, the ditches, the <br />previously reclaimed outslope of the mine bench and the new waste embankment area. Topsoil <br />was stripped to a depth range of 12 inches to 18 inches. Prior to stripping, the vegetation was <br />grubbed from the site. <br />D) Fill and Topsoil Stockpiles <br />The revised pond layout and constraints imposed by the leach field required minor changes to the <br />fill stockpile. As shown on the As Built Map, there are two small stockpiles instead of two larger <br />ones. Both of these stockpiles drain to the sediment pond, so no changes to the ditch collection <br />system are needed for this work. Slopes are less than 2H:1 V. <br />Two topsoil stockpiles were also created. Each has slopes which are less than 3H:1 V and each <br />pile is no higher than 10.0 feet from original ground level. One stockpile is located in the <br />northeast corner of the permit area, as planned, which contains the topsoil from the initial <br />stripping of the waste embankment area. The other stockpile is located immediately west of the <br />sediment pond, and contains topsoil from the stripping of the pond area, the fill stockpile area and <br />a portion of the waste embankment area. This topsoil stockpile was created since it is a much <br />shorter haul distance from where the topsoil was stripped and where it will later be placed. It does <br />not change the affected area or the disturbed area that drains to the pond. <br />Each topsoil stockpile has sediment control based on a ditch and berm that extends around the <br />perimeter of the pile and at the low point of each ditch, a sump has been placed to trap all runoff <br />from the stockpile itself. Each sump was constructed to contain the runoff from the pile itself for <br />the 10 year 24 hour event. The ditches are at least 1.0 feet deep and sidelopes of 2H:1V. <br />Each topsoil stockpile was seeded and mulched according to the permit in December of 2008. <br />• <br />Whirlwind Portal Area As Built Report 6
