Technical Revision_01. <br />Adequacy Review <br />Dear Mrs. Anne Best Johnson, <br />Upon further review of the Technical Revision, the Division has several items of concerns that <br />need to be addressed prior to the approval of the revision. <br />First, the two maps that were submitted delineate how the majority of the mining operation will <br />proceed and how the site will appear upon completion of reclamation. As you indicated on your <br />December 22nd, 2008 letter some of the mining area such as Phase 9, cell 1 is not delineated on the <br />map. Please include this Phase on both the mining plan map and the reclamation plan map that <br />was submitted. Also, given the changes outlined in the revision the Division will need fully <br />revised reclamation plan maps that meet the criteria required for those Exhibits in the Mineral <br />Rules and Regulations. Copies of these requirements are enclosed with this letter. <br />Second, according to item number 4 listed in your December 22nd letter, you state that Phase 8, <br />Cell 1 will no longer be reclaimed as an open water pond, but will be reclaimed as an <br />augmentation pond. Given that the water level in an augmentation pond changes over time, the <br />pit slopes will need to be constructed at a 3:1 horizontal to vertical ratio from the top of the pit to <br />the bottom to accommodate the fluctuating water level. <br />Please be advised that the decision date for this Technical Revision is March 26th, 2009.
