MINE ID # OR PROSPECTING ID #: m-1989-n1.5 <br />INSPECTION DATE: 19/1R/nR INSPECTOR=S INITIALS: _MAC <br />OBSERVATIONS <br />The inspection was conducted by Michael Cunningham of the Division of Reclamation, Mining and Safety. <br />Brad Davis of Carma Bayshore LLC was also present for the inspection. The St. Vrain pit is located in Weld <br />County, approximately 6 miles east of Longmont, Colorado. The St. Vrain pit operates under a 112 Construction <br />Materials Reclamation Permit and is permitted for 169.60 acres. <br />This inspection was in response to a request for a full performance and financial warranty release, which was <br />received by the Division on December 10, 2008. In a previous inspection conducted on November 2, 2007, the <br />Division found that the pit slopes had been graded and the topsoil had been replaced. The slurry wall was <br />installed and had met the design standards of the Office of the State Engineer. The Operator was required to <br />implement a groundwater monitoring plan to ensure the effectiveness of the perimeter drain. Groundwater <br />monitoring data collected over a year was provided to the Division on November 12, 2008. After reviewing the <br />data, the Division determined that the perimeter drain was functioning properly and no further monitoring would <br />be required. <br />The approved post mining land use for this site is a wildlife habitat and developed water resource. There was no <br />water in the pit at the time of the inspection; Mr. Davis was uncertain of when the pit would be filled with <br />water. A coyote and several raptors were noted during the inspection. The focus of this inspection was on the <br />success of the vegetation. There was several inches of snow on the ground at the time of the inspection; <br />however, the ground was exposed enough to inspect the vegetation. The area around the perimeter of the pit was <br />dominated by annual weeds, mainly kochia and Russian thistle. Annual rye was beginning to establish along the <br />north side of the pit. However, the grasses have yet to establish around the rest of the pit. The vegetation may <br />require several more growing seasons before it is established and self sustaining. Due to the lack of established <br />vegetation, the site is not ready for release at this time. The Division holds a financial warranty in the amount of <br />$115,545, which is a sufficient amount to complete reclamation.
