• The disposal areas will be inspected by a qualified person at least once quarterly in compliance with <br />Rule 4.10.2. BME will comply with the inspection and registered engineer certification requirements <br />of Rule 4.09.1(11)(b). <br />In September 1996, the Deserado Mine was granted approval to dispose of the prep plant thickener <br />water in the mined out area (the first longwall district) of the D-Seam in order to utilize the mined out <br />area and reduce sediment build up and cleaning of the ponds handling this discharge. If necessary, <br />a submersible pump could be re-installed at the SDH-2 and/or SDH-3 location for dewatering. <br />IV.D.4 Demolition Debris Disposal <br />Upon completion of mining, demolition debris that is not recycled will be buried on site. The vast <br />majority of the metal, conveyors, and other equipment will be sold for salvage. However, for <br />bonding purposes, such reuse cannot be acknowledged. Metals, plastics, rubber, wood, concrete, <br />and other similar non-deleterious materials will be placed or left in the fill sections during <br />reclamation. Equipment or other items approved by the Division and MSHA may also be placed <br />underground prior to portal sealing. The structures will require demolition prior to major earthwork, <br />thus, they will be located at the base of the reclamation fill. A minimum of 2-feet of cover material <br />will be placed over the debris in a manner consistent with Rule 4.11.4(2). Noncoal mine waste will <br />not be deposited in a refuse pile or impounding structure, nor shall any excavation for non-coal mine <br />• waste disposal be located within 8 feet of any coal outcrop or coal storage area. <br />The majority of such wastes would be deposited in reclamation fill areas of the D-Portal Area. <br />Extensive fill areas are available in this location for disposal, primarily against the northern edge of <br />the area. The silos also reside in a large reclamation fill on the southwest part of the D-Portal Area. <br />Upon demolition any silo debris falling outside of the fill area will be pushed into the fill for burial. <br />Debris from the slot storage, loadout, and transfer stations will be buried in the slot storage fill. <br />Water tank, rock dust silos, conveyor structures will be placed in the D-Portal Area fill. Power line <br />debris would also be disposed of in the D-Portal fill. Poles not salvaged could also be made <br />available to workers or the public for firewood or other purposes. <br />Culverts would be placed in a reclamation fill near their origin. <br />Asphalt removal from the access road will be hauled to the ventilation/return shafts for <br />disposal/plugging.
