Final Approval
Preventiotl of Significant Deterioration (PSD) requirements shall apply to this source at
any such time that this source becomes major for PSD solely by virtue of a relaxation in
any permit condition. Any relaxation that increases the potential to emit above the
applicable PSI) threshold will require a full PSD review of the source as though
construction had not yet commenced on the source. The source shall not exceed the PSD
threshold until a PSD permit is granted. (Reference: Regulation No.3, Part D, Section
V1.13.4.)
8. The applicant shall follow the most current operating and maintenance plan and record
keeping format approved by the Division in order to demonstrate compliance on an
ongoing basis with the requirements of this permit. (Reference: Regulation No. 3, Part B,
Section III.G.7.)
9. This souree shall be limited to a maximum production rate as listed below and all other
activities, operational rates and numbers of equipment as stated in the application.
Compliance with the yearly production limits shall be determined on a rolling twelve (12)
month total. Annual records of the actual production rate shall be maintained by the
applicant and made available to the Division for inspection upon request. (Reference:
regrnlation No. 3, Part B, Section II.A.4.)
• Production of hot mix asphalt concrete shall not exceed 580,000 tons per year.
Materials handled shall not exceed those corresponding to the production limit.
recycled asphalt concrete used shall not exceed 40 % of the production.
10. Emissions of air pollutants shall not exceed the following limitations (as calculated in the
Division's preliminary analysis). Compliance with the annual limits shall be determined
on a rolling (12) month total. - By the end of each month a new twelve month total is
calculated based on the previous twelve months' data. The permit holder shall calculate
monthly emissions and keep a compliance record on site for Division review. (Reference:
Regulation No. 3, Part B, Section II.A.4)
Particulate Matter: 8.2 tons per year.
PM 10 (Particulate Matter<10 l.tm): 7.6 tons per year.
Particulate Matter - Fugitive: 23.2 tons per year.
P1vl10 (Particulate Matter<10 pin) - Fugitive: 10.2 tons per year.
Carbon Monoxide: 31.9 tons per year.
Nitrogen Oxides: 16.0 tons per year.
Sulfur Dioxide: 4.1 tons per year.
Compliance with the fugitive particulate matter emission limits shall be demonstrated by
not exceeding the production and material handling limits, and by the application of the
emission control measures.
