Colorado Department of Public Health and Environment <br />Air Pollution Control Division <br />Rocky Mountain Materials & Asphalt, Inc. - Highway 85 / 87 Facility <br />Permit No. 06LP 1046 <br />Final Approval <br />Preventiotl of Significant Deterioration (PSD) requirements shall apply to this source at <br />any such time that this source becomes major for PSD solely by virtue of a relaxation in <br />any permit condition. Any relaxation that increases the potential to emit above the <br />applicable PSI) threshold will require a full PSD review of the source as though <br />construction had not yet commenced on the source. The source shall not exceed the PSD <br />threshold until a PSD permit is granted. (Reference: Regulation No.3, Part D, Section <br />V1.13.4.) <br />8. The applicant shall follow the most current operating and maintenance plan and record <br />keeping format approved by the Division in order to demonstrate compliance on an <br />ongoing basis with the requirements of this permit. (Reference: Regulation No. 3, Part B, <br />Section III.G.7.) <br />9. This souree shall be limited to a maximum production rate as listed below and all other <br />activities, operational rates and numbers of equipment as stated in the application. <br />Compliance with the yearly production limits shall be determined on a rolling twelve (12) <br />month total. Annual records of the actual production rate shall be maintained by the <br />applicant and made available to the Division for inspection upon request. (Reference: <br />regrnlation No. 3, Part B, Section II.A.4.) <br />• Production of hot mix asphalt concrete shall not exceed 580,000 tons per year. <br />Materials handled shall not exceed those corresponding to the production limit. <br />recycled asphalt concrete used shall not exceed 40 % of the production. <br />10. Emissions of air pollutants shall not exceed the following limitations (as calculated in the <br />Division's preliminary analysis). Compliance with the annual limits shall be determined <br />on a rolling (12) month total. - By the end of each month a new twelve month total is <br />calculated based on the previous twelve months' data. The permit holder shall calculate <br />monthly emissions and keep a compliance record on site for Division review. (Reference: <br />Regulation No. 3, Part B, Section II.A.4) <br />Particulate Matter: 8.2 tons per year. <br />PM 10 (Particulate Matter<10 l.tm): 7.6 tons per year. <br />Particulate Matter - Fugitive: 23.2 tons per year. <br />P1vl10 (Particulate Matter<10 pin) - Fugitive: 10.2 tons per year. <br />Carbon Monoxide: 31.9 tons per year. <br />Nitrogen Oxides: 16.0 tons per year. <br />Sulfur Dioxide: 4.1 tons per year. <br />Compliance with the fugitive particulate matter emission limits shall be demonstrated by <br />not exceeding the production and material handling limits, and by the application of the <br />emission control measures. <br />• <br />AIRS Point ID: 041/2001/001 Page 3 of7
