The Colorado Division of Reclamation, Mining and Safety (Division) has finished its adequacy review for
Permit Renewal No. 5 for the Blue Ribbon Mine. The following are the Division's questions and
comments:
Section 2.03.4, Identification of Interests
Please update the identification of interests information that is required in Sections 2.03.4(1)
through (10) of the permit application, where applicable. The updates should include, but not be
limited to, ownership and control information that is required in Section 2.03.4(3) and (4), the list
of the owners of record of surface areas to be affected and the list of owners of record of the coal
to be mined, as required in Section 2.03.4(6), and the list of the owners of record of the surface
and subsurface areas that are contiguous to the permit area that is required in Section 2.03.4(7).

2. Please update Section 2.03.5, Compliance Information, if applicable.
Section 2.03. Identification of Other Licenses and Permits
3. If applicable, please update the list of other licenses and permits in Section 2.03.10.
Section 2.04.11 Fish and Wildlife Resources Information
4. One of the criteria for permit renewal approval, stated under Rule 2.07.6(2)(n), requires the
Division to make a finding that "the activities would not affect the continued existence of
endangered or threatened species or result in the destruction or adverse modification of their
critical habitats as determined under the Endangered Species Act of 1973 (16 USC Sec. 1531 et
