"Blue Ribbon" mine, Permit C-81-047, <br />Permit Renewal RN-5 <br />Dear Mr. Pfister: <br />The Office of Surface Mining Reclamation and Enforcement (OSM) Western Region is initiating <br />formal section 7 consultation for the above subject mine at the request of the Colorado Division <br />of Reclamation, Mining and Safety (CO-DRMS). <br />During the processing of Permit. Renewal RN-5 for the Blue Ribbon mine, CO-DRMS requested <br />Minrec, Inc. to reevaluate the mine's potential effects to threatened and endangered species. <br />The Blue Ribbon underground coal mine is located in Delta County, Colorado, approximately <br />seven miles northeast of the town of Paonia, Colorado, on U.S. Forest Service, Bureau of Land <br />Management, and private lands in all or part of; <br />Township 13 South, Range 91 West 6`h P.M. <br />Section 2, portions; <br />Township 12 South, Range 91 West 6th P.M. <br />Section 35, portions. <br />These lands encompass approximately 341 acres and are found on the USGS 7.5 minute <br />quadrangle map of Bowie, Colorado. <br />The Blue Ribbon mine began operations in 1977 to recover Federal coal from the E seam at a <br />rate of approximately 192,000 tons per year. Mining operations affected approximately 240 <br />acres and disturbed approximately thirty-four (34) private surface acres. The mine went into <br />permanent cessation in 1985. The portals have been sealed and all surface disturbances with the <br />exception of two sedimentation ponds, the access road and the Hubbard Creek crossing have <br />TAKE PR1DE6 --, <br />I NAM E R I C.A
