Cattany <br />DATE: January 7, 2009 Division Director <br /> Natural Resource Trustee <br />SUBJECT: Bowie No. 2 Mine, Permit No. C-96-083, Technical Revision No. 57 <br />As requested, I have reviewed Bowie Resources, LLC's TR-57 application regarding the <br />discharge of water to the old U.S. Steel underground workings. The proposed revision would allow <br />mine water inflow to be pumped from the active B-Seam workings to the abandoned U.S. Steel <br />workings. <br />Rule 4.05.16 Discharge of Water into an Underground Mine applies to this application and BRL <br />provides a direct response to each of the requirements of this rule in revised section 2.05.6(3) <br />Probable Hydrologic Consequences (PHC). I have the following comments and questions with <br />regard to Items 1, 2, 3, and 4 on page 2.05-74 that correspond to Rules 4.05.16(1) through <br />4.05.16(4), respectively. <br />1. BRL has adequately described the location of the borehole and wellhead configuration in <br />the approval request letter to MSHA which would be incorporated into the PAP as Volume <br />IIIA Tab 14, upon approval of TR-57. The precise location for the borehole is described in <br />the MSHA letter but not in the amended permit pages. Please add a brief discussion to the <br />bottom of page 2.05-73 describing the sump, borehole and discharge location and add these <br />locations to a map prepared in accordance with the standards of Rule 2.10. <br />2. In Item 1 on page 2.05-74 BRL states that the North Fork of the Gunnison River will <br />eventually receive water that is discharged into the old U.S. Steel Mine and the flow from <br />the mine will primarily enter the river through outcrop seepage. Rule 4.05.16 (3) requires <br />that in the case of underground mining activities, the discharge continue as a controlled and <br />identifiable flow and ultimately be treated by an existing treatment facility. Since flow from <br />the mine will enter the river through outcrop seepage, BRL should provide an update to the <br />PHC with an estimated volume and rate of discharge through the outcrop and describe any <br />potential impacts to the hydrologic balance as a result of the mine water seepage. Please <br />update the PHC with the formation/outcrop that the water is expected to discharge through, <br />estimated seepage velocity and volume of discharge, and provide an approximate location <br />and elevation relative to the North Fork of the Gunnison River that discharge is expected to <br />occur.
