Cattany <br />Paonia, Colorado 81428 Division Director <br />Natural Resource Trustee <br />RE: Bowie No. 2 Mine, Permit No. C-96-083, Bowie Resources LLC <br />Technical Revision No. 57, Mine Water Discharge into Somerset Mine, Adequacy <br />Review Letter <br />Dear Mr. Bear: <br />The Colorado Division of Reclamation, Mining and Safety (Division) has finished its review of <br />Technical Revision No. 57 (TR-57) for the Bowie No. 2 Mine. TR-57, dated October 28, 2008, was <br />submitted by Bowie Resources LLC (BRL). The following are the Division's questions and <br />comments: <br />1. BRL has adequately described the location of the borehole and wellhead configuration in the <br />approval request letter to MSHA which would be incorporated into the PAP as Volume IIIA <br />Tab 14, upon approval of TR-57. The precise location for the borehole is described in the <br />MSHA letter but not in the amended permit pages. Please add a brief discussion to the bottom <br />of page 2.05-73 describing the sump, borehole and discharge location and add these locations to <br />a map prepared in accordance with the standards of Rule 2.10. <br />2. In Item 1 on page 2.05-74 BRL states that the North Fork of the Gunnison River will eventually <br />receive water that is discharged into the old U.S. Steel Mine and the flow from the mine will <br />primarily enter the river through outcrop seepage. Rule 4.05.16 (3) requires that in the case of <br />underground mining activities, the discharge continue as a controlled and identifiable flow and <br />ultimately be treated by an existing treatment facility. Since flow from the mine will enter the <br />river through outcrop seepage, BRL should provide an update to the PHC with an estimated <br />volume and rate of discharge through the outcrop and describe any potential impacts to the <br />hydrologic balance as a result of the mine water seepage. Please update the PHC with the <br />formation/outcrop that the water is expected to discharge through, the estimated seepage <br />velocity and volume of discharge, and provide an approximate location and elevation relative to <br />the North Fork of the Gunnison River that discharge is expected to occur. The map should be <br />prepared in accordance with Rule 2.10. <br />3. Rule 4.05.16(2) requires that the discharge be a controlled and identifiable flow, meeting the <br />requirements of 4.05.2 for pH and total suspended solids.
