MANAGEMENT <br />On behalf of Bowie Resources, LLC, (BRL), enclosed is an application for a minor revision to <br />allow BRL to wash West Elk coal. West Elk intends to haul raw E-Seam coal to BRL's lower <br />stockpile area. BRL will run West Elk's coal through the preparation plant. The resultant coal <br />mine waste will be hauled back to West Elk's coal mine waste pile. Clean coal will be loaded out <br />through BRL's unit train loadout. Projected throughput is about 150,000 tons per month for an <br />estimated three months or more. <br />Highway Access Permit <br />CDOT Permit Nos. 399058 and 399059 (Volume IIIA, Tab 13) allow for 450 and 125 average <br />daily trips respectively. West Elk's traffic will be 180 one way trips per day. BRL's access <br />permits were in place when Bowie was hauling approximately 5,000,000 tons per year to the <br />Bowie No. 1 Loadout. BRL's existing highway access permits are suitable for this project. <br />Air Permits <br />Air Permit 96DL103-71F (Volume 111, Tab 10) provides for a 25,000 ton per day coal haul which is <br />sufficient for West Elk's coal haul traffic. <br />Geochemical Data <br />West Elk provided some acid base (ABP) potential information for the E-Seam. The three E- <br />Seam samples provided have ABP of +16.5 or more. If the ABP is positive, leachate from the <br />sample would be basic; if negative, leachate would be acidic. Therefore, there is no concern <br />regarding acid forming characteristics of the West Elk Coal. <br />Enclosed are amended pages 2.04-21 and 2.05-5. <br />Sincerely, <br />J. E.
