SNOWCAP COAL COMPANY <br />South Portal <br />Roadside Refuse Disposal Area Inspection - 4t" Quarter 2008 <br />On November 14, 2008, 1 performed the final inspection of the Roadside Refuse <br />Disposal Area in accordance with Rule 4.10.2(2)(a). This rule states that inspections <br />may terminate when the coal mine waste bank has been graded, covered in <br />accordance with 4.10.4(4), topsoil has been distributed on the bank in accordance with <br />4.06.4, and revegetated. <br />I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of <br />earth fill embankments. Nothing was observed during the inspection that would indicate <br />the pile has a potential for failure. The pile was dry. The terraces were dry. There <br />was no seepage noted around the pile. The upper diversion ditch was inspected with no <br />problems noted. <br />The depth of the non-toxic cover on the top of the pile was checked on August 17, 2006 <br />by excavating five test holes on the top of the pile. All of the test holes had more than <br />18" of material depth over the refuse. Another test hole was excavated on June 25, <br />2007. The depth of non-toxic cover was 2.5 feet. <br />A failure of the pile would probably not be a hazard to human life. Even though the pile <br />is fairly close to the Interstate 70 east bound lanes, if the coal mine waste bank failed, it <br />is unlikely the material would move far enough to encroach upon the freeway. <br />This is the final inspection for this pile. <br />I certify that to the best of my knowledge and belief, that tbefi#, other aspects of the <br />`a ., ? ,9 4 <br />Roadside refuse pile have been constructed as perm4 j.nothe);d6i?approved by the <br />DRMS. oU ©°c4, ??? ?, <br />Recommended maintenance: None <br />James ® wee Date <br />©4W? <br />P.E.
