As discussed in that meeting, Powertech is requesting that the Colorado Division of
Reclamation and Mining Safety (DBMS) reevaluate the direct costs associated with the bond
calculation for exploration activities proposed and approved, pending bond placement, for the
Modification to the Notice of Intent (NOI) File Number P-2008-043.
During the meeting it was agreed by DBMS and Powertech that the proper abandonment of the
drill holes, i.e., fully protective of groundwater resources, will be accomplished by pumping a
high quality sodium bentonite gel from the bottom of the drill hole to 13 feet below the ground
surface. In addition, a Portland Type I cement will be used from the 3-13 foot interval and the
remaining 3 feet below ground surface will be backfilled with native soil. Powertech requests
that the DBMS adjust the surety bond calculation to reflect this compliant abandonment
procedure.
It was also agreed during this meeting that the DBMS would consider actual documented costs
incurred by Powertech in their reevaluation of the bond calculation for abandonment of drill
holes. In order to reevaluate the surety bond estimate, it was requested by the DBMS that
Powertech provide actual invoices and daily drilling logs associated with abandonment activities.
They are attached to this report. Actual costs include those for the plugging and abandonment of
drill holes, backfilling and replacement of topsoil in mud pits, and equipment travel between drill
pads. Powertech has not provided any actual costs for vegetation reclamation activities for mud
pits and drill pads, and are not contesting the bond estimate provided by the DBMS for these
costs, because the DBMS estimate appears to be commensurate with actual costs incurred by
Powertech for vegetation reclamation.
To aid the DBMS in their evaluation, please find the enclosed attachments.
5575 DTC Parkway, Suite 140 Telephone: 303-790-7528 Website: www.powertechuranium.com
Greenwood Village, CO 80111 USA Facsimile: 303-790-3885 Email: info@powertechuranium.com
