Because herbaceous cover mean is the basis of the standard, herbaceous cover sample adequacy
should be demonstrated. Currently approved permit requires that sample adequacy be demonstrated
only for total vegetation cover. Permit requirement should be changed and procedure revised prior to
future sampling for Phase 11 or Phase III bond release.
