Cattany <br />Division Director <br />Natural Resource Trustee <br />The Division has completed an initial adequacy review of the SL=3 bond release <br />application. We have identified several apparent deficiencies with respect to statistically <br />adequate demonstration of vegetation cover success, for Bond Release Block 4. The <br />deficiencies are significant, and would appear to warrant exclusion of Bond Release <br />Block 4 (BRB-4) from the SL-3 release area. <br />In addition to the three primary deficiencies, we have identified certain additional <br />concerns that need to be addressed within modifications to the SL-3 application, the <br />approved permit, and future Phase II/Phase III bond release applications. <br />Please review the enclosed adequacy concerns and supporting documentation, and <br />respond at your earliest convenience.
