Section 1.0 <br />Introduction <br />1.1 Purpose [ 112.1(a) (1)] <br />The purpose of the Environmental Protection Agency's (EPA's) Spill <br />Prevention Control and Countermeasures (SPCC) regulation is to prevent oil <br />prevent oil spills from impacting waterways. This SPCC Plan was prepared <br />to document the Connell Resources Camilletti Pit Facility's compliance with <br />the SPCC regulation. <br />1.2 Applicability [ 112.1(b)] <br />The Facility is subject to the SPCC regulation because the Facility: <br />• Has a reasonable expectation of having a spill that could impact <br />waters and natural resources of the United States (i.e. Nearby <br />Waterway), <br />• Is subject to the EPA's jurisdiction (i.e. the facility is not solely <br />transportation related and is not an offshore oil rig), and <br />• Has over 1,320 gallons of above ground storage (i.e.48,000 gallons). <br />1.3 Definitions [ 112.2] <br />The following definitions from the SPCC Regulation [40 CFR 112.2] are <br />included to assist Connell personnel in understanding the SPCC regulation. <br />The inclusion of a definition does not imply the regulatory issues related to <br />the facility. <br />1.3.1 Bulk Storage Container <br />Bulk storage container means any container used to store oil. These <br />containers are used for purpose including, but not limited to, the storage of <br />oil prior to use, while being used, or prior to further distribution in <br />commerce. Oil-filled electrical, operating, or manufacturing equipment is <br />not a bulk storage container.
