Cut slopes will be shaped to blend with the natural contours;
g. Terraces will be constructed as necessary to prevent excessive erosion and to
provide long-term stability in cut-and-fill slopes;
h. The regraded area will be covered with topsoil in accordance with the approved
reclamation plan;
i. Unless otherwise autho rized by the Division, all road-surfacing materials will
• be removed, hauled or conveyed and disposed under 4.11.4.
Light-Use Roads. At the Yoast Mine, there are approximately 2.8 miles of proposed light-
use roads. These roads will only be used on an intermittent basis for purposes other than
transportation of coal including, but not limited to, roads used for monitoring and
periodic maintenance of monitoring facilities and reclamation areasr access for scrapers
to and from topsoil stockpiles, or other occasional use.
General Requirements. Seneca will construct, maintain and reclaim light-use roads to
minimize erosion and siltation, air and water pollution and damage to public and private
property. To the extent posslbl e, using the best technology currently available, llght-
use roads will no[ cause damage to fish, wildlife, or related environmental values and
will not cause additional contributions of suspended solids to streamflow or to runoff
outside the permit area. Any such contribution shall not be Sh excess of 1lmltations of
Sate or Federal law. The loco tlons of existing light-use proposed roads are shown on
Exhibit 12-1 and a typical cross section is shown on Figure 13-6.
Location. Peabody will locate light-use roads on ridges or on a stable slope in order to
minimize erosion.
