Maintenance. Haul roads are inspected on a daily work basis. If, upon inspection, it is determined that
repairs are needed, appropriate repairs such as, but not limited to, blading, filling of potholes, replacement
of the road surfaces, revegetation of side slopes and watering for dust control, will be conducted as
necessary.
Retention. SCC proposes to leave sections of haul roads as permanent access roads in the permit area.
These roads will increase the utilization of the reclaimed and surrounding areas. When a haul road is no
longer needed for operations, SCC proposes the following:
a. The top road surface will be narrowed to approximately 20 feet
b. The road surfacing material from the narrowing of the section will be placed on the remaining
road width
c. The section of road that is to be narrowed will be cross ripped
d. The fill slopes will be rounded or reduced to conform the site. All berms will be blended into the
slopes and made to drain
e. All existing culverts will remain to ensure the drainage pattern
f. Slopes flatter than 3H:1 V will be retopsoiled
g. All areas redisturbed by road narrowing activities will be reseeded to the edge of road surface.
Restoration. Unless SCC requests retention of haul roads for postmining land use and the Division
approves such request, immediately after the road is no longer needed for operations, reclamation, or
monitoring:
a. The road will be closed to vehicular traffic;
b. The natural-drainage patterns will be restored;
c. All culverts will be removed;
d. Roadbeds will be ripped, plowed and scarified; .
e. Fill slopes will be rounded or reduced and shaped to conform the site to adjacent terrain and to
meet natural-drainage restoration standards;
f. Cut slopes will be shaped to blend with the natural contours;
g. Ten~aces will be constructed as necessary to prevent excessive erosion and to provide long-
term stability in cut-and-fill slopes;'
h. The regraded area will be reclaimed in accordance with the approved reclamation plan;
i. Unless otherwise authorized by the Division, all road-surfacing materials will be removed,
hauled or conveyed and disposed under 4.11.4.
•
22 Revised 2/99
