Ill. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the inspection
and the facts or evidence supporting the enforcement action.
Creek Fansite Facility. The schedule for backfill and grading of the Hubbard Creek Fansite has not yet
been determined.
To soil
Topsoil was stockpiled on the uphill side of the cut slope for the Ventilation and Utility Borehole pad
recently developed (under TR-61 and MR-87). The sign for the southern pile was visible, but the posting
for the northern pile appeared to have toppled over.
General Mine Plan Compliance
Access to the new borehole pad follows a steep road (the powerline road) upward to the southwest
from the Bear Creek drainage. Drilling of the two boreholes has been completed (Figure 3).
Reveaetation
Seeding was accomplished the week prior to the inspection for the II West Coal Refuse slope and
bench /access road (Figure 4).
Air Resource Protection
Road surfaces throughout the permit area were damp due to the recent precipitation. No potential
threats to air quality were observed.
Excess Spoil & Development Waste
Coal mine waste continues to be hauled to the II West Coal Refuse Facility. Material dumped prior to
the previous inspection has been compacted, and placement in the next lift has commenced (Figure
5). Rock and filter fabric are in place upstream of the filled area, for extension of the underdrain as the
height of the fill increases (Figure 6).
Reclamation Success
The Somerset Mine portal area appears to be well vegetated and stable.
This completes the December 2008 inspection report for the Elk Creek Mine.
