III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was an Aerial Inspection of the Bowie No. 1 Mine. Photographs were taken on 19 November <br /> 2008 by Harry Ranney of the Division of Reclamation, Mining and Safety. The digital images were <br /> inspected by Marcia Talvitie of the DRMS. <br /> R.O.M. Pile (Figure 1) <br /> Re-grading of the main footprint of the R.O.M. Pile appeared to be complete. Topsoil had been <br /> distributed, and surface roughening had been accomplished. The northern portion of the area <br /> had been recently hydro-seeded and -mulched, as evidenced by the light green color. <br /> Equipment tracks still remained across the reclaimed surface. There was no apparent change in <br /> the access road or the sedimentation pond. <br /> East Mine (Figure 2) <br /> A great deal of progress has been made in 2008 toward reclamation of the East Mine area. The <br /> Upper (Fan) Bench has been filled and sloped to final grade, and the surface has been <br /> topsoiled, roughened, seeded and mulched. The same is true of the slope below the former <br /> warehouse bench, where the former Crushing / Screening and Material Storage Benches are no <br /> longer visible. <br /> Work was continuing in the area of the D-Seam Portal Bench, bringing the slope up to grade <br /> with material extracted from the slope below the Fan Bench. The former Warehouse / Shop <br /> Bench continues to be utilized by the reclamation contractor as a staging area and for <br /> temporary fuel storage. <br /> The northern end of the West Ridge Coal Mine Waste Pile, which was disturbed earlier in the <br /> reclamation process for receiving coal mine waste from the ROM Pile, has been covered, <br /> topsoiled, roughened, and seeded. <br /> Ponds 1, 2, 3, and 4 and the Sedimentation Pond located downslope from the West Ridge pile <br /> were all dry. <br /> Bowie No. 1 Mine C-1981-038 19-Nov-2008 <br />
