(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-2008-070 <br />INSPECTION DATE: 12/10/08 <br />OBSERVATIONS <br />INSPECTOR'S INITIALS GRM <br />This inspection was conducted as part of the Colorado Division of Reclamation, Mining and Safety normal review <br />process fro new applications. The WRC Pit is a proposed 112c sand / gravel pit operation on approximately 192 <br />acres south of the White River near the intersection of Rio Blanco County Road 5 and State Road 64. The applicant <br />Benton Jensen, his son and the applicant's consultant Leaf Joy met the inspector at the proposed main entrance to <br />the project. <br />The required public notice per Rule 1.6.2(b) was observed at the access point on a power pole. The site can best be <br />described as three potential disturbance areas tied together by a haulage road that will require upgrades and therefore <br />is considered part of the permit acreage. The three areas are the scale / office area, Phase One and Phase Two Pits. <br />The Scale / Office Area is located just off County Road 5. The area of 4.16 acres has been recently leveled for a <br />commercial or residential plot but those plans changed. The area is noted as a gravely pad with no vegetation. It <br />appears stable and no sedimentation or erosion issues were noted at this time. Discussions regarding reclamation of <br />this area note the site may be used for a commercial residential lot. Those plans need to be noted within the <br />reclamation plan and regardless of the future use must be reclaimed with either a arpproximately 6" thick <br />or a nurse crop of vegetation to prevent erosion. Please note what precautions are being instituted for sedimentation <br />control of this area during the life of the mine. <br />The Phase One Mine pit will encompass 20.95 acres. The area is rangeland on a high plateau above the river. Plans <br />include leaving a visual berm and buffer zone to the north where the permit boundary is near the river. No utilities <br />or permanent or man made structures other than fences were noted in the area. Power lines are within 200 feet of the <br />road and south end of the proposed excavation area. Notice to the power company was discussed with the applicant <br />and consultant. A damage waiver / agreement must be submitted. Erosion and sedimentation will be controlled <br />within the pit area. <br />Phase Two Mine Pit is 115 acres much the same as Phase One. It was discussed that the applicant may want to <br />phase the pit into two or three sections to reduce overall reclamation liabilities. The consultant should submit <br />information and a map showing phasing boundaries and approximate acreages for bond calculation purposes if this <br />plan is contemplated. <br />The access road that ties the three areas together at this time is a two tract road. Improvements proposed include <br />widening and placement of two major culverts across drainages. The Corp of Army Engineers visited the site and <br />had no issues with the plans. DRMS is asking for copies of documentation from COE for the file verifying <br />acceptance of the plans. A portion of the road crosses BLM and appropriate documentation has been submitted <br />regarding right of way and access. There is one area where staff has a concern regarding the road. After <br />consultations with superiors the Division will require some more information regarding the stretch of road that runs <br />directly near the river. On the map it is identified as Ll 12 to L 118 approximately. A separate letter will accompany <br />this report regarding those concerns. <br />The inspector notes no issues other than those discussed or noted above at this time.
