Sherman <br />Executive Director <br />Dick Wolfe, P.E. <br />Director <br />DEC Division oi <br />lft"ng and <br />We have reviewed your letter of November 10, 2008 requesting renewal of the above referenced <br />substitute water supply plan for a sand and gravel pit. The required fee of $257.00 for the renewal of this <br />substitute water supply plan has been submitted. The original substitute water supply plan was approved <br />on April 6, 1992 and it was most recently approved on December 14, 2006. <br />SWSP Operations <br />The mine is located in Larimer County in the NE1 /4 of Section 20, Township 5 North, Range 68 <br />West of the 6th P.M., and has well permit no. 42901-F (WDID 0403009). The only consumptive uses at <br />this site will be from evaporation of exposed area and dust control. Reclamation is anticipated to begin <br />in January 2011. The replacement water will be supplied by a lease with the City of Loveland. <br />Depletions <br />Based on the information from your letter of November 10, 2008, the total exposed surface area <br />at this site was 44.4 acres of which 36.2 acres of water surface was exposed prior to January 1, 1981. <br />Since that time approximately 1.9 acres have been backfilled, leaving a total of 42.5 acres exposed. <br />This results in 6.3 acres of exposed surface area that require replacement for evaporation losses. The <br />total annual consumptive use of water at the site is 17.00 acre-feet, which consists of 14.5 acre-feet of <br />evaporation from the 6.3 acres of exposed pond area and 2.5 acre-feet for dust control. The mining <br />operation has continuously dewatered directly back to the Big Thompson River since 1990. Due to the <br />long period of continuous dewatering, you have assumed the dewatering at this site has reached a <br />state of equilibrium with the Big Thompson River. <br />Note, that due to a change in administration of evaporation from ground water exposed to the <br />atmosphere prior to 1981, pre-1981 credits will no longer be allowed for gravel pits which exposed ground <br />water to the atmosphere prior to 1981 and were actively mined on or after January 1, 1981.
