The Division has received your 9 December 2008 submittal of Technical Revision 77 -
update of the highwall mining area in South Taylor. At this time the Division is deeming
the revision incomplete for the reasons listed below. The Division will again review the
revision for completeness upon receipt of the requested materials.
Colowyo has not provided any updated text describing the specific highwall
mining plan for the South Taylor Pit. The information that is provided on
Page ST/LW Rule 4 - 29 is basic information that was included with the
original submittal of Permit Revision 02. This basic information was
provided for the sole purpose of informing the Division that Colowyo was
planning on performing highwall mining in the South Taylor Pit at a later
date. The understanding at the time of the submittal and approval of Permit
Revision 02 was that Colowyo would provide the operational details prior to
initiating highwall mining. Since Colowyo is planning on conducting
highwall mining in 2009, based on the new Map 23A, Technical Revision 77
is the time and place to provide the operational detail. The detail in the
requested text needs to address the performance standards pursuant to Rule
4.23.2. Please update this section and submit it to the Division for review.
2. As with question 1 above, Colowyo needs to provide more detailed
information on Page ST/LW Rule 2 - 129 regarding the proposed highwall
mining in the South Taylor Pit. This page (in Volume 12) refers back to
Volume 1, page 2.06-8. The text in this section in Volume 1 does not mention
any highwall mining in the South Taylor Pit. Please update both of these
sections as necessary and submit them to the Division for review.
