This is consistent with the Forest Plan; however the Plan
specifically prescribes managing this area for timber production with an emphasis on Forest
Service aspen management. As such, there are specific requirements for human activities
in these areas, which were brought forward in the Stipulations applied to the federal coal
lease COC-61357 modification area, which are the lands subject to TR-59.
Regarding the adequacy of measures to protect Federal resources not covered by the coal
lease, by evaluating current Forest Service direction and various resource specialist input,
the activities proposed in TR-59 must be conducted consistent with the lease stipulations in
order to adequately protect surface resources on NFS lands.
Also, the FS requests that the DRMS include language in its future project-related
documents (e.g. decision and public notices) that protections for non-mineral resources
brought forward by the GMUG as the federal land management agency are incorporated
into the Division's decision/documentation.
Please contact Ryan Taylor, Paonia District Minerals Administrator at (970) 527-4131, or via
electronic mail at rzta for .fs.fed.us should you have questions or need further information.
Sincerely,
B YLES
District Ranger
S Caring for the Land and Serving People Printed on Recyded Paper (11
