III. COMMENTS- COMPLIANCE <br /> Yoast C-1994-082 <br /> Pg 1/2 10 December 2008 <br /> Below are comments on the inspection. The comments include discussion of observations <br /> made during the inspection. Comments also describe any enforcement actions taken during <br /> the inspection and the facts or evidence supporting the enforcement action. <br /> This was a complete inspection of the Yoast Mine conducted by Jim Stark of CDRMS. Dennis Jones <br /> of SCC accompanied me on the inspection. Most areas of the mine have been reclaimed and the <br /> Division has approved one Partial Phase I Bond Release and SCC has submitted an application for a <br /> second Partial Phase I Bond Release. The weather was cold and overcast and the ground was <br /> covered with several inches (and more) of snow. Many of the mine areas were inaccessible and not <br /> inspected due to the snow. <br /> Availability of Records: All of the necessary records were available at the mine's office, which is <br /> located in a trailer at the Hayden Gulch Loadout. One item of note is that the insurance certificate in <br /> the files was expired. Jay James of SCC called the corporate office and they e-mailed copies of the <br /> mine's new insurance certificate. A copy was placed in the file. Please see the DRMS Availability of <br /> Records checklist at the end of this report for more information. <br /> Signs and Markers: The sign at the mine entrance road along Twenty Mine Road is in place as <br /> required and contains all of the necessary information. <br /> Roads: The entrance road/haul road to the neck pit area was covered with packed snow but appeared <br /> to be well maintained and stable at the time of the inspection. There were no ruts or erosional <br /> problems noted on the road. The road became inaccessible due to snow at the beginning of the neck <br /> pit as it began to climb up to the pit areas. <br /> -All of the other haul roads within the Yoast Mine were inaccessible at the time of the inspection due <br /> to snow. <br /> Hydrologic Balance: Pond 010 contained water approximately 18 inches from the top of the <br /> discharge pipe and was not discharging at the time of the inspection. The pond embankment was <br /> covered with snow but appeared to be well vegetated and stable. There were no erosional problems <br /> noted on the pond embankment at the time of the inspection. <br /> - Ponds 011 and 011A were inaccessible due to snow at the time of the inspection. <br /> - Ponds 012 contained water approximately two feet below the top of the discharge pipe and was <br /> discharging a small amount from the weep hole at the time of the inspection. Pond 012A also <br /> contained water and was discharging a small amount into Pond 012. Both pond embankments were <br /> covered with snow but appeared to be well vegetated and stable. There were no erosional problems <br /> noted on either of the ponds' embankments at the time of the inspection. <br /> - Pond 013 contained some water approximately but was not discharging at the time of the inspection. <br /> The pond embankment was covered with snow but appeared to be well vegetated and stable. No <br /> erosional problems were noted on the pond embankment. The emergency spillway is a riprapped, <br /> open channel. The spillway appeared to be stable at the time of the inspection. <br /> - Pond 014 contained some water but was not discharging at the time of the inspection. The pond <br /> embankment was covered with snow but appeared to be well vegetated and stable. No erosional <br /> problems were noted on the pond embankment. The emergency spillway is a riprapped, open <br /> channel. The spillway appeared to be stable at the time of the inspection. <br /> Backfilling and Grading: The reclaimed head and neck pit areas were viewed from the access/haul <br /> road. These areas appeared to be stable at the time of the inspection. No major erosional problems <br /> were noted on these areas at the time of the inspection. <br /> - Portions of the South Valora Pit were viewed from the county road. These areas were covered with <br /> snow but appeared to remain stable. No major erosional problems were noted on these areas at the <br /> time of the inspection. <br />
