Narrative on pages 2-11, 2-17, and 2-18 should be updated to more <br />accurately describe the actual operational use and reclamation of the disposal <br />site. <br />CAM: Section 2.2.5 was updated to included text referencing the 2007 <br />reclamation project. <br />f) Sediment control narrative on page 2-26 should be updated to reflect currently <br />approved SAE controls for the reclaimed mine bench area and reclaimed lower <br />road topsoil stockpile area. <br />CAM: On page 2-26, text was added to the `Mine Bench Area' paragraph <br />detailing the installation of five silt fences along the lower edge of the reclaimed <br />bench area, and text was added to the 'Sedimentation Controls' paragraph <br />detailing the installation of the silt fence at the reclaimed lower topsoil stockpile <br />area. <br />g) The ground water monitoring plan on page 2-30 contains a commitment <br />indicating that wells GW-2, 4, 7, and 8 will be sealed in 2007. If the sealing has <br />been completed prior to response submittal, please amend the text to indicate <br />that the wells were sealed in 2007, and submit the abandonment reports. If the <br />wells have not yet been sealed, please ensure that the sealing is completed <br />during the current field season. <br />CAM: Wells GW-2, 4, 7 and 8 have been sealed. Abandonment reports will be <br />submitted under separate cover. <br />h) Portions of the narrative in Section 3.0 of the permit application are outdated, <br />and will need to be revised, including reference to a decision regarding future use <br />of the mine for ventilation purposes. Reclamation acreages may need to be <br />updated. <br />CAM: The text on pages 3-1 and 3-2 were amended to include reference to the <br />2007 reclamation activities. <br />i) The phrase "if required", at the beginning of Section 3.6 on page 3-19, should <br />be deleted, to eliminate possible ambiguity regarding areas to be fenced. <br />CAM: The 'if required' phrase at the beginning of Section 3.6 on page 3-19 has <br />been removed. <br />j) The "Resource Monitoring" section of the "Wildlife Plan", on pages 4-56 <br />through 4-58 of the application narrative appears to be based on monitoring of <br />wildlife responses to active mining operations. The large scale operations <br />envisioned in the original application did not occur (there was no coal extraction <br />at Munger after permit issuance in the early 1980's), and the mine is now being
