from yard cleanings, areas of low quality coal, rock slopes and roof falls. Characteristics of <br />the waste material were assumed to be similar to coaly material from the Loma Loadout that <br />was placed at the base of the Munger portal bench cut slope in 2001, based on data in Tables <br />4.2-1 through 4.2-3, and further based on the fact that the McClane Canyon mine was the <br />source of the coal at the Loma Loadout. Material strength parameters, placement and <br />compaction specifications, and a stability analysis summary is provided in Section 2.2.5. A <br />slope stability analysis with assumptions is included in Appendix N. <br />The maximum capacity of the waste disposal site was originally projected to be <br />approximately 46,600 cubic yards. However, disposal operations ceased much earlier than <br />originally anticipated, and final capacity of the disposal site was less than 5000 yards of <br />material. The waste pile was fully reclaimed in 2007 (graded, compacted, cover soiled, <br />topsoiled, and seeded). Perimeter ditches have been constructed to design specifications as <br />necessary to safely divert upland flow away from the disposal area and to direct disturbed <br />drainage to the sediment pond. <br />The applicant has supplied a description of the geology of the permit and adjacent areas in <br />Sections 4.2 and 4.3 of volume I of the application. <br />The applicant has submitted geochemical and physical analyses of the roof, floor and coal for <br />the Cameo seam from the McClane Canyon Mine (Tables 2.1-4,2.1-5 and 2.1-5a, Volume I, <br />McClane Canyon permit application), roof and floor analyses for the Cameo and Upper <br />Carbonera seams from the Munger Canyon Mine (Tables 4.2-1, 4.2-1A and 4.2-1B, Volume <br />1, Munger Canyon permit application). In addition, in 2001 the operator submitted <br />geochemical and physical analyses of coal waste material from separate composite samples <br />taken from the coal stockpile yard areas at the Loma Loadout and the McClane Canyon Mine <br />(Table 4.2-3). The data from the McClane Mine roof, floor, and coal, and the coal yard area <br />samples are representative of material placed in the coal waste disposal site in the Munger <br />Canyon permit area. <br />The following specific findings are required. <br />1. The Division has approved plans for use, construction and maintenance of a coal <br />mine waste disposal area, within the Munger Canyon Mine permit area (4. 10.1 (1)). <br />2. The application includes plans for disposal of mine waste materials generated by <br />activities outside the permit boundary, within the coal mine waste disposal site in the <br />Munger Canyon Mine permit area. These materials include coal waste generated at <br />the McClane Canyon Mine. The applicant has demonstrated that disposal of such <br />materials will not adversely affect water quality or flow, vegetation, public health, or <br />stability of the disposal area based on hydrologic, geotechnical, physical, and <br />chemical analyses. Therefore, the Division proposes to approve of disposal of these <br />materials (4.10.1(2)). <br />32
