Subsequent to issuance of the initial permanent regulatory program permit, the operator
implemented a plan for the collection, recording and reporting of surface water quality and
quantity data. The program consists of surface water monitoring above and below the
disturbance in the Munger Canyon tributary, along Munger Canyon before the confluence
with East Salt Creek and along East Salt Creek upstream and downstream of the confluence
with Munger Canyon. This monitoring plan will be sufficient to identify any effects of the
operation on the surface water hydrology. The hydrology monitoring program for the
Munger Canyon Mine is in part combined with the monitoring program for the adjacent
McClane Canyon Mine, which is also operated by CAM, and data collected at several of the
sites fulfills monitoring requirements for both permits. A combined Annual Hydrology
Report with sample data, summaries, and impact assessment for each mine is submitted by
March 31 of each year, covering the previous water year.
The operator has committed to the following surface water monitoring program:
1) Flow measurements will be taken at surface water monitoring sites SW-1, upstream
from the mine on East Salt Creek, and SW-3, in Munger Creek downstream from the
mine site. The measurements will be taken twice a year if water is available to
sample. Measurements will be taken once during spring snow melt and once during a
storm event.
2) Water quality samples of East Salt Creek will be collected quarterly at sites SW-1,
SW-4 and SW-8. SW-8 is located between McClane and Munger Canyons on East
Salt Creek. SW-4 is located downstream of the confluence of Munger Creek on East
Salt Creek. Water quality samples will also be taken on Munger Creek and its
tributaries, at sites SW-3, SW-6 and SW-7 twice a year; once during spring snow melt
and once during a storm event (spring or summer).
3) Surface water samples will be chemically analyzed for the 23 parameters specified in
the "Full Suite For Active Mining List", in Table 2.5-2 of the permit application.
4) The results of all monitoring will be submitted to the Division immediately following
receipt of analytical results. Monitoring results and summary, along with a report
addressing mine inflows, discharges, and consumption in the mine will also be
included in an annual hydrological report submitted each year, structured around the
normal "water year" (October 1 through September 30).
5) During periods of temporary cessation of operations at the Munger Canyon Mine,
items 1, 2, and 3 listed above are modified as follows: Water quality samples will be
limited to quarterly samples from SW-3. Surface water samples will be analyzed for
the 8 parameters listed in the "Short Suite For Temporary Cessation List", in Table
2.5-2 of the permit application.
Ground Water
24
