5. What, if any, materials will be maintained onsite for use in containing or neutralizing spills? How will such <br />spilled material be disposed of or handled? <br />6. You and I discussed the proposed placement of the vessels and liners for this project as being on the level pad <br />located between the lined tailings pond and the mill building. Please provide a map showing this proposed <br />location, and include surface drainage features, such as berms, diversions, ponds, creeks, and the direction and <br />rate of slope. Also, show the tailings pond and the extent of the existing liner, as well as the area that is <br />proposed to be lined. <br />7. Please provide trade name(s), description and specifications of the liner material, as well as description of the <br />pad preparation and installation notes. <br />At this time, this office regards certain aspects of the proposed leaching process to possibly come under the <br />Designated Mining Operation (DMO) category, based primarily on the types and quantities of chemicals. If you <br />can provide alternative information concerning the implementation of a project with other chemicals or on a <br />smaller scale, or additional information concerning how to ensure against or mitigate potential impacts to human <br />health, property or the environment, it should be submitted for consideration. But please be aware that at the <br />scale of the proposed project or larger (at the scale of the mill building's circuits), this leaching process may <br />place the permit into the DMO category. <br />Due to the complexity of this revision application, this office has extended the decision date for 30 more days, in <br />order to allow sufficient time for the new materials to be prepared and reviewed. The new decision date is set <br />for April 28, 2008. The application and all subsequent materials must, in total, be adequate for this office to <br />consider approving the revision. If it is not adequate for approval by the close of business on the decision date, <br />this office may deny the revision. If additional time is needed, please submit a written request for extension to <br />this office. <br />These are the issues that must be addressed at this time.
