III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection of the Roadside Portals Mine conducted on December 4, 2008 by Mike <br /> Boulay of the Division of Reclamation, Mining and Safety Grand Junction Field Office. There was no <br /> operator/representative from Snowcap Coal Company present during the inspection. Weather <br /> conditions were cloudy and cool and ground conditions were mostly dry. <br /> Roads <br /> The mine site roads at the South and North portal areas were dry, and in good condition. <br /> Hydrologic Balance <br /> The mine site was mostly dry. There did appear to be some damp areas from recent precipitation that <br /> occurred during the week prior to this inspection. The UTL ponds 1 and 2 were inspected. UTL Pond <br /> No. 2 was retaining a very small amount of water and UTL Pond No. 1 was dry. Ponds 8 and 9 were <br /> inspected. Pond 8 had a very small amount of water and Pond 9 was dry. Pond inlets, embankments, <br /> and discharge structures at these pond locations were well maintained and appeared stable. Sediment <br /> and drainage control structures at the South and North Portal areas were all functioning as intended and <br /> appeared to be properly maintained. <br /> General Mine Compliance <br /> All site locations viewed during this inspection appeared stable and no significant erosion or other <br /> problems were identified. <br />
