j.
BOWIE RESOURCES, LLC
Bowie No. 1 Mine
Coal Mine Waste Bank Inspection - 4th Quarter 2008
FINAL INSPECTION
On December 10, 2008, 1 performed the FINAL INSPECTION of the Bowie No. 1 Mine
coal mine waste bank in accordance with Rule 4.10.2(2)(a). This rule states that
inspections may terminate when the coal mine waste bank has been graded, covered in
accordance with 4.10.4(4), topsoil has been distributed on the bank in accordance with
4.06.4, and revegetated.
I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of
- - - earth-fill emban-kments. -Nothing-was obs€r-ved-during. the_inspection_that w-oul.d,indicate _
the pile has a potential for failure. The gob disposal area was dry. The pile has been
covered with 4.0 feet of non-toxic cover, seeded and mulched.
The design of the waste disposal area is presented in Volume 6A. To the best of my
knowledge and belief, based on my inspection of the pile and previous inspections by
professional engineers, the coal mine waste bank has been constructed in accordance
with the approved plan.
The pile is located in a remote area well away from human habitation. A failure of the
pile might damage the mine haul road located below the pile. However, a failure of the
pile would probably not be a hazard to human life. 10 ?C7.
'? 011
Recommend maintenance: None ®?®o?S L SLOG;:®o
0
Qs®o / ?!?
