Additional Page <br />2008 Annual Report <br />Menzer Quarry <br />M-1976-009-HR <br />Schmidt Construction Company <br />Anniversary Date: December 31 <br />Overview of Permit Year: During the 2008 operating year there was a good deal of activity at this site. Mining <br />primarily occurred on the north side and the southwestern corner of Phase 1. Mining on the middle of the south <br />side of the operation where mining has been done the last few years has essentially been complete. <br />Annual Report Maps: Like the 2007 annual report map, this map is prepared using the new topographic <br />map prepared in 2004. Boundaries were adjusted to reflect the condition as of early December 2008. <br />Affected Lands: The amount of affected land has increased from last year, primarily due to an increase in the <br />amount of land that has been stripped of woody vegetation. Although mining on the north side of the operation <br />lowered that area considerably, expansion was limited. Mining continued to expand in the southwestern corner. <br />Stability Problem Area: This issue has now been completely resolved with the complete removal of all the <br />original, unstable knob. That area has now been turned into a broad platform that is continuing to be lowered a <br />bit more before benching to the southwest is implemented. <br />Revegetation: The site is stable and is not subject to erosion. No revegetation was done in 2008 as no land <br />was available to revegetate. However, seed was ordered late in 2008 for later planting on completed benches in <br />the southwestern corner. Some areas in the southwestern corner of the site have generated rather soft granite <br />and a large amount of stony fines. Rather than using crusher fines for backfilling benches, as that can be a <br />saleable product and presents some significant difficulties with revegetation, the fines generated in mining the <br />soft granite will be used for bench backfilling. This material is more suitable as a subsoil growth medium than <br />crusher fines and is far less subject to erosion. So long as significant amounts of this fine but stony granite is <br />produced this will be used as part of the growth medium. <br />Expected Activity (2009): Mining will continue in areas that have already been opened for mining. Any <br />further expansion of the affected land will most likely occur in the middle sub-ridge of the western portions of <br />Phase 1 as that area is opened and a face created at the back of the quarry. Benching will be done such that <br />drainage will be routed across specially configured, very slightly sloping benches that will drain to the large <br />drainage separating Phase 1 and Phase 2. Some additional mining will continue in the northeastern corner of <br />Phase 1 to further lower the area where the unstable knob was formerly located. Mining on the floor of the <br />quarry may also occur so the plant and stockpile area can be placed at the same elevation. It is also possible that <br />a small amount of mining adjacent to the plant and processing area will occur on the south side. A new access <br />route out of the future plant site will need to be placed there. How far any of this goes will be completely <br />dependent on the state of the economy. Up to this point, Menzer has only been marginally affected by the <br />slowing economy, but the impact of the slowdown may increase over the winter. <br />Bonding: This operation is covered by a self bond. <br />Schmidt Construction Company 2008 Annual Report M-76-009-HR Menzer Quarry Page 1 of 1
