III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This partial inspection of the Carbon Junction Coal Mine was conducted by DRMS staff from the <br /> Durango Office at 691 County Road 233, Suite A 2, Durango, CO 81301, phone (970) 247-5469. <br /> Public access to the permit area is controlled by a locked gate at the mine entrance. A mine <br /> identification sign was posted at the entrance to the permit area. No individuals were contacted and <br /> no activities were observed during the inspection. <br /> Both sediment ponds were dry. Vegetative cover appeared well established and dormant for the <br /> winter season. Reclaimed lands appeared stable. <br /> Fresh vehicle tracks were observed on reclaimed lands at numerous locations within the permit area <br /> and on surrounding lands. Vehicle tracks were observed bypassing the locked entrance gate, on <br /> Topsoil Stockpiles 4 and 8, Sediment Pond 1, and the Rock Fill Area. Vehicle tracks were also <br /> observed on the adjacent agricultural fields and reclaimed lands for the adjacent gravel permit area. <br /> Damage to the establishing vegetative cover for the coal permit lands appeared less extensive than <br /> the potential damage to the 2H:1 V slopes of the gravel pit permit lands. <br />
